    Trade License Registration

    Trade License is a permission or license issued by the local government like Panchayat, Municipality or Municipal Corporation to the business establishments for carry out commercial activities in its local limits. If any one required to setup a business place or office at any where in India, they must register their business name in the local government and must obtain a trade license certificate. This certificate Commonly known as D & O License. In most cases the Health Department of the Concerned authority issued the Trade License. Trade License is a promise by the business establishment to the concerned government against the sale of prohibited goods, drugs, offensive goods and pollution. Trade License Registration is a compulsory requirement in Kerala for the payment of Professional Tax.

    Importance & Need for the Trade License

    The Major objective of D & O License is to restrict the dangerous and offensive trades which is harmful the public.

    The Government may, for the purposes of section 232, specify in the First Schedule appended to these rules, the matters which, in the opinion of Government, are likely to be offensive or dangerous to human life, health or properly.

    The Village Panchayat may,, by affixing notices in the notice board of the Offices of the Panchayat and in conspicuous places of every constituency in the Panchayat and by advertisement’ by way of pamphlets and loudspeakers,notify that no place in the Panchayat area shall be used for any purpose or purposes specified, in Schedule I without the licence issued by the Secretary and Officer authorized by him, and except in accordance with the conditions specified therein.

    If the licence is for running restaurants, eating houses, hotels, coffee houses tea shops or for barbershops, the licence issued by the Secretary and Officer authorized by him shall always contain and shall be deemed to contain a condition that admission therein shall be available for every member of the public.

    Who need to file Application for Trade License ?

    The owner or occupier of every place used for the purposes specified in Schedule I shall,, within thirty days, submit to the Secretary, application for licence for the use of such place for such purpose.

    Period of License (Validity) / Renewal

    The period of Trade license is for five year and shall be renew automatically after the payment of License fees. The License fee must be pay before 30 days of expire of License. No need to file a renewal application. In some cases the secretary may ask a Self Declaration Certificate and NOC from premise owner.

    For Trade License in Kerala, the applicant shall pay the prescribed fees as per schedule II.

    Trade License Pricing Plans

    Plan 1
    Rs. 7,000/- (GST Extra)

    For micro, small, medium Shops and Commercial offices which only have single state operations, excludes multi state brand or franchise business. A discount of rs. 1,000 will be applicable to registrations in the limits of Kochi Municipal Corporation.

    Plan 2
    Rs. 10,000/- (GST Extra)

    For micro, small, medium Shops and Commercial offices which have multi state operations, but excludes big multi state brand or franchise business. A discount of rs. 1,000 will be applicable to registrations in the limits of Kochi Municipal Corporation.

    Plan 3
    Rs. 15,000/- (GST Extra)

    For big and multi state branded Shops and Commercial offices, includes restaurants, logistics, warehouses, multi state franchise business etc A discount of rs. 1,000 will be applicable to registrations in the limits of Kochi Municipal Corporation.

    Trade License Application Procedure

    Step 1 : The applicant has to submit the application along with supporting documents through Online or at the counter to Secretary or Officer authorized by him (FORM 1) . After receipt of the application and supporting documents the secretary shall issue a acknowledgment to the applicant. If any supporting document is missing with application, the Secretary or Officer authorized by him shall immediately inform the applicant and allow the applicant to submit the missing document at the earliest but not later than three days from the date of receipt of application.

    Step 2 : Depending on the type of trade the applicant wants to start, the processing of the application starts with the Health Inspector inspecting the proposed trade premises and submitting his field verification details to the Secretary. Based on the remarks received from the Health inspector, Secretary takes a decision whether license is to be granted or not.

    Step 3 : License Fees Payment ( Fees will be chargeable as per the schedule II, Attached below )

    Step 4 : License will issue within 7 days of receipt of prescribed Fees.

    Note : The period of Trade License is for Five year and shall be renew automatically after the payment of License fees. The License fee must be pay before 30 days of expire of License. No need to file a renewal application. In some cases the secretary may ask a Self Declaration Certificate and NOC from Premise owner.


    If the applicant intends to start more than one trade he has to take the license for each additional trades.

  • Building Owner’s Consent Letter (Rs. 200 Stamp Paper, Notarized)

  • A Trade License is a mandatory registration required for all business at their Local Self Government Department (LSGD). Its a license given by LSGD for operating and conducting commercial activites in the limits of the concerned authority. Trade License is also known as D & O Trade License, Panchayat License, Municipality License and Corporation License. The main objective of trade license is to control the dangerous and offensive trades in the country. D & O Trade License is come under the preview of Panchayat Raj Act/ Rules.

    The owner or occupier of every place used for the purposes specified in Schedule I shall,, within thirty days of the publication of the notification, submit to the Secretary, application for licence for the use of such place for such purpose.
